the national bank appealed to the profile committee of the supreme rada with an appeal not to support the creation of a single register of accounts of individuals and legal entities and individual bank safes. this was reported by the press service of the nbu on facebook on monday, 23 november.
the creation of this register is provided for by bill no. 4135 on the foundations of anti-corruption policy for 2020-2024, which was adopted in the first reading on november 5.
according to the bill, they plan to provide access to the register to law enforcement and regulatory authorities.
the central bank believes that the proposed method of obtaining information constituting a banking secret "will actually mean leveling the institution of such secrecy."
"as a result, this can lead to a deterioration in the state of protection of private information and a decrease in confidence in the banking system. today, the grounds and procedure for disclosing bank secrets at the request of law enforcement and regulatory authorities are clearly defined by the law of ukraine on banks and banking activities. when finalizing the bill for the second reading, the national bank proposed to the people's representatives to exclude the provision on the creation of such a register, direct access to which is supposed to be provided to law enforcement and regulatory agencies, "the nbu noted.
